At a Tuesday meeting in Sochi with Russia's Foreign Minister Sergei Lavrov, Putin said that Russia is ready to release funds for training programs for teachers, medical personnel and rescue workers.

Lavrov said the training of specialists in non-humanitarian occupations is already underway, with engineers from the Lukoil company training Iraqi oil workers.

Russia has refused to send peacekeepers to Iraq, and instead has offered to provide economic assistance and personnel training to contribute to Iraq's reconstruction.
