The Kuwaiti partnership is working with Iraqi investors, who expect to get needed permitting approvals next month, MENA reported Wednesday.
All workers at the facility will be Iraqis, and the Iraqi investors will own the land on which the hotel is being built.
The initial investment in the five-star hotel will be $100 million.
